According to Sasarai's letter to the Flame Champion, he had seen Watari and Ayame's fighting sytle before at Highland Kingdom. He explained further, that their techniques had a striking resemblance to the group called "Kage," an elite group of assassins loyal to Highland that vanished years after the kingdom's downfall.
