Leon Silverburg

Leon Silverburg may have been portrayed in the story as one of the major antagonist, when in reality he did end the war quickly. It was him who orchestrated the death of Luca Blight which ended the madness of sacrificing the lives of countless City-states citizens. Eventually, he did seal the Beast Rune with the indirect help of the Allied Army.
