Luo-Tao is just one of those Starbearers who gained unique abilities aside from the Mark of the Stars that they possessed. Some of the stars with distinguishing unique abilities are Manaril, Diadora, Enumclaw and most of the support characaters in the party. Lou-Tao has the power to detect the location of Chronicles but it takes some time for him to sense their presence.
